The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) announced sanctions against Xinbi Guarantee, a Chinese online platform widely linked to cyber‑fraud and money‑laundering operations.

According to the sanction notice, Xinbi Guarantee facilitated the sale of compromised credentials, phishing kits and other illicit services that enabled scammers to target victims worldwide. By designating the entity, OFAC blocks any U.S. persons or entities from conducting transactions with the platform and freezes any assets it holds under U.S. jurisdiction.

Xinbi Guarantee has been on the radar of law‑enforcement agencies for several years. Cyber‑crime investigators have traced a significant share of cross‑border phishing campaigns and ransomware extortion schemes back to services advertised on the site. Its reputation as a “marketplace” for illicit tools made it a focal point for coordinated international efforts to disrupt the financial infrastructure of organized cybercrime.

The sanctions follow a broader U.S. strategy to leverage economic measures against actors that enable malicious cyber activity. OFAC’s designation adds Xinbi Guarantee to the Specially Designated Nationals (SDN) list, a step that can deter third‑party platforms and financial institutions from inadvertently facilitating the flow of illicit proceeds.

Experts note that while the sanction itself does not directly dismantle the website, it raises the cost of operation for the platform’s operators and its users. Payment processors, cryptocurrency exchanges and other service providers that comply with U.S. regulations are likely to block accounts linked to the sanctioned entity, potentially curbing its ability to move money and attract new customers.

Analysts caution that the effectiveness of the measure will depend on cooperation from allied jurisdictions, especially in Asia, where many of the platform’s users reside. Continued monitoring and additional actions, such as indictments or coordinated takedowns, may be required to fully neutralize the threat posed by Xinbi Guarantee and similar cyber‑crime marketplaces.
