EU Leaders Call for Unified Action Against Rising Cyber and Sabotage Threats

European Commission President Ursula von der Leyen used her annual State of the Union speech in Strasbourg to warn that the bloc is facing an escalating wave of hostile activities on its own territory, ranging from cyber intrusions to physical sabotage.

Von der Leyen highlighted a series of recent incidents that illustrate the breadth of the challenge: a series of coordinated cyberattacks that crippled critical infrastructure in Denmark, a sophisticated sabotage operation targeting energy facilities in Lithuania, and a disruptive hacking campaign aimed at government networks in Poland. She also referenced an attempted drone strike on a public venue in Leipzig, which, although thwarted, underscored the growing convergence of digital and kinetic threats.

The president urged member states to abandon piecemeal defensive measures and adopt a cohesive, EU‑wide strategy that would combine intelligence sharing, joint response teams, and standardized cybersecurity protocols. She pointed to the existing EU Cybersecurity Act and the European Union Agency for Cybersecurity (ENISA) as foundations that could be expanded to cover a broader spectrum of sabotage scenarios, including those involving unmanned aerial systems.

Analysts note that the incidents cited by von der Leyen are part of a larger pattern of state‑linked and criminal actors exploiting vulnerabilities in the EU’s digital and physical infrastructure. While the attacks have not yet caused large‑scale casualties, they have disrupted services, raised public anxiety, and exposed gaps in coordination among national authorities.

In response, the Commission plans to draft a legislative package aimed at harmonising cyber defence standards across member states and establishing a rapid‑deployment task force capable of intervening in both cyber and physical sabotage events. The proposal is expected to be presented to the European Parliament later this year, where it will face scrutiny over issues of national sovereignty and budget allocations.

Observers say that a unified approach could not only deter future aggressors but also bolster the EU’s credibility as a collective security actor on the global stage. As the Union grapples with an increasingly hostile environment, the success of von der Leyen’s call for joint action may hinge on the willingness of individual governments to cede some autonomy in favour of a stronger, shared defence posture.
