FSB Chair Flags Advanced AI Cyber Threats as Top Risk to Global Finance

Andrew Bailey, who chairs the Financial Stability Board, warned that the most pressing danger to the worldwide financial system now stems from cyber vulnerabilities linked to cutting‑edge artificial intelligence technologies.

The warning focuses on what regulators call "frontier AI" – large‑scale models that can generate text, code, and synthetic data at a speed and scale previously unseen. Financial firms have been quick to integrate these tools for everything from algorithmic trading to customer service, attracted by the promise of efficiency and cost savings.

Bailey highlighted that the same advanced AI platforms are increasingly shared across multiple institutions, creating a web of interdependence. A breach or malfunction in one system could cascade, disrupting several banks or market infrastructures simultaneously, a scenario that could overwhelm existing safeguards.

In response, the FSB chair urged both banks and the technology companies that supply AI services to develop contingency plans for worst‑case events. He called for stress‑testing exercises that simulate coordinated cyber‑attack scenarios, stronger oversight of shared technology dependencies, and clearer lines of responsibility between financial entities and AI vendors.

The call comes as regulators worldwide intensify scrutiny of AI’s role in finance. The FSB, which coordinates policy among major economies, has previously issued guidance on AI governance, but Bailey’s remarks suggest a shift toward more concrete resilience measures. National supervisors may soon require firms to demonstrate that critical AI‑driven processes can continue operating even if the underlying models are compromised.

Industry observers say the warning could accelerate the development of robust security standards for AI and prompt a reevaluation of how much critical infrastructure is outsourced to third‑party platforms. As financial institutions balance innovation with risk management, the emphasis on preparing for simultaneous, technology‑linked disruptions may shape the next wave of regulatory reforms and investment in cyber‑defence capabilities.
